Puerto Rico has been having problems evolving its gaming industry. The new tax scheme on slot machines has to be put on hold until the territory can establish its Gaming Commission and the necessary rules for the gaming space.

Puerto Rico's new gaming regulations have been cut off by a judge. The new Gaming Commission is struggling with the legal issues. Orlando Rivera, the new executive director of the commission, is frustrated with this situation. He claims the current situation is hindering Puerto Rico’s economic recovery. The legal issue could cost the government $30 million a year. It is not clear what will happen now. Rivera warned that he will take the matter to the Appellate Court if the latest court decision isn't reconsidered. There are 101 licenses that allow between 100 and 250 slots and 25,000 machines across Puerto Rican.
