The bill approving the formation of the agency has been approved. Leisure and Resorts World was working with Galaxy Entertainment Group on a new resort for Boray two years ago. That initiative was later scrapped because of controversy surrounding casino projects and the environmental impact. Now, that project could come back to life as long as the operators follow strict rules and guidelines. President Rodrigo Duterte has made it clear that he calls the shots and expects businesses to follow the rules.
