Hungary makes moves towards liberalising remote gambling sector
Hungary wants to liberalise the remote gambling sector. Economic operators established in the European Economic Area will be able to organise remote betting on the basis of a licence issued by the Hungarian regulator. The maximum duration of the licence is seven years. Applicants must have at least five years experience as a gambling operator, a share capital of HUF 1 billion, and a minimum of EUR 625,000 for security. They must also pay a remote-gambling organising fee of around HUP 600 million.
Draft Laws aim to ensure compliance with CJEU judgments in the Unibet and Sporting Odds cases concerning Hungarian online gambling regulation. Remote gambling operators can only accept bets from a bank or a payment service provider authorised by the Hungarian National Bank. Payment service providers must monitor the registry of restricted payment accounts on the SARA website and enforce decisions without further notice. The Draft Laws are expected to enter into force on 1 January 2023.
Player's payment is transferred from the player's account to the physical point of sale or betting office. Online payment with a credit card linked to such account is also possible.
