Gambling is defined in the Gaming Law as the playing of a game or mutual betting. It is permitted in Lithuania for category A machine and category B machine games, bingo, table games (roulette, card and dice games), totalisator, betting and remote gambling.
A game by category A machine means a game played when tokens are inserted into and the winnings are paid out in tokens by, a machine. A game in category B machine is played where coins or tokens is inserted and winings are in money or in token. Bingo is a card game with cards bearing numbers and a scoreboard. The amount of winners depends on the total amount and combination of numbers selected at random.

Lithuanian gambling is regulated and licensed by the Gaming Authority. Only a public or private limited liability company established as per the procedure of the Law on Companies can offer gambling services in Lithuania. The gambling organiser must apply to the city administrative division to get a permit to organise gambling in specific premises. The application must be filed within the relevant city. Offshore gambling can be organised in Lithuanian. Gambling licences are issued by Gaming Control Authority under the Ministry of Finance. Lithuanians can only organise betting in their own territory. Lithuania does not allow offshore gambling.
The price of a lottery ticket shall be fixed. Instant lotteries are won by the player choosing a ticket with printed numbers and/or symbols unknown to the players. Classic lotters are chosen by a correct choice of numbers or symbols. Sports lottery prizes are decided by correct selection of correct numbers. The price for a sports lottery tickets shall also be set.
The Law and the Law on Lotteries of the Republic of Lithuania came into force on the 17 May 2001 and 1 July 2003.

The Law provides for the implementation of the gambling law in Lithuania. The Authority will issue and cancel gaming licences, issue permits to open machine halls, bingo halls and gaming establishments (casinos), and organise remote gaming. Remote gaming is organised according to the regulation for organising remote gaming. The Gaming Authority has set technical requirements for gambling electronic data management systems.

A gaming operator organising remote gaming must ensure that minor persons and persons prohibited from gaming cannot participate in remote games. The winnings fund of category A machines shall comprise at least 90% of the total amount of stakes, and the winings fund for category B machines at 80%. All gaming devices shall be owned by the gaming company or may be acquired by lease. Accredited agencies will conduct assessments of compliance of gaming device and remote game equipment with the requirements prescribed by Law and set by Gaming Authority. It is prohibited to pay by (debit and credit) cards and build ATMs in halls where gambling is organised.
