The legal framework varies from state to state and there are no caps on the number of operators allowed to operate in each state, which is good for consumers. Rhode Island has only permitted a single sportsbook controlled by the lottery. Some states legalized everything in one go, while others took several years. For example, New Jersey legalized casinos in 2013 and added sports betting later. It's difficult to know what path the legislature will take if it chooses to legalize betting in California.
