Regupathy has submitted a report on the differentiation between online and offline games. The minister said that online gambling has been banned as it is based on chances. Regupathi said it was only a proportional ban to put a cap on online betting games and not a ban on gambling. An earlier court proceeding stated that the state has the legislative competence to make laws with respect to gambling or betting on games of chance. However, the Tamil Nadu government stated it has considered the Entry 34 List II of the Constitution of India.
