Germany launches iGaming under the New State Treaty on Gambling

The New State Treaty on Gambling (GluNeuRStV) came into force yesterday in Germany. It allows licensed operators to offer a range of online poker and video slot games. The legislation was years in the making and was ratified in April.

GluNeuRStV has brought in a ban on live-dealer online casino games and mandatory cooling-off periods. It also limits punters to a maximum of €1,000 ($1.185) in monthly deposits. Licensed iGaming operators are also required to establish cross-platform self-exclusion systems for those worried about developing a gambling addiction and make sure that none of their marketing is being directed towards minors or at-risk individuals.

GluNeuRStV introduced a 5.3% turnover tax on online poker and video slot stakes. The Deutscher Sportwettenverband and the European Gaming and Betting Association are suing the Glu NeuStv. They claim the duty will lead to a channelization rate of just 51% and give an unfair advantage to land-based operators.

The GluNeuRStV has not been approved by the European Union yet. Renatus Zilles from the German Telecommunications and Media Association (DVTM) welcomes the launch of the GLUNeURstV. He claims that the ultimate revocation of 5.3% tax rate on iGaming turnover could lead to job losses in the land-based gaming sector.
