Billboard near Buffalo casino is a sign of times for Seneca Nation. The billboard went up quickly and did not require prior approval from city officials because it is located on the tribe's sovereign territory. Senecas opened the temporary Buffalo Creek Casino in July 2007. They promised to invest $125 million in the area and hire 1,000 people. Now, city is frustrated that the casino remains open while the Sen Cecas have stopped making revenue-sharing payments to the state and the host community. Some business owners complain about competition from sales of tax-free cigarettes and gasoline at the downtown site.
