Las Vegas Sands' casino operations experience was considered in the Macau government's assessment of gaming concession rights nearly 20 years ago. David Green was speaking as a witness in a civil case on whether Asian American Entertainment Corp is entitled to the equivalent of US$12-billion compensation. Las Vegas's units had teamed up with AsianAmerican Entertainment for the venture. They later switched to a partnership with Lui Che Woo. The team from Arthur Andersen LLC was asked to evaluate bidders' experience in running “ancillary services” and ‘corporate history’ and the ”personal history of the participating bidsers and their respective directors.

Jorge Oliveira and Manuel Neves gave the verbal instruction on the Las Vegas Sands and Galaxy Casino tie up. The commission made its own adjustments in the rankings, raising the scores of some of the bidding contestants. Galaxy had no verified gaming experience. The case started in June and continues. It is about the Macau casino tender. Mr Neve was head of Macao's casino regulator from 1997 until 2015. He also gave evidence in this case earlier this year. His testimony was recorded on Friday.
