Evert Montero Cardenas wants to build a Las Vegas-style casino oasis in La Guajira. The project is not without its problems. It would require a feasibility study and billions of dollars. The administration supports the idea. Cardens wants La guajra to become a huge city similar to Las Vega. He cites the Nevadan city as an example of how this can be done.
